The official council report can be found online, although it offers few answers to the key questions such as: just how much over budget were the two tenders submitted? How much money has been spent on the abortive design?

Wow, is all I can say for now. Although the outcome was predictable and assumed (by many), now that it is announced, it is still quite stunning. It will be interesting to see the fallout, once the recriminations begin.
